7.7 — Importance of Their Rules as Models for Government

2026 📋 Syllabus Objectives

  1. Candidates should study the importance of the rules of the Rightly Guided Caliphs as models for government today.

🔹 Who Were the Rightly Guided Caliphs?

After the passing of Prophet Muhammad PBUH, the Muslim community needed wise, honest, and trustworthy leaders to guide them. This responsibility fell upon the Rightly Guided Caliphs — the four greatest companions of Prophet Muhammad PBUH who led the Muslim world with justice, faith, and dedication.

They were:

  • Hazrat Abu Bakr RZ (1st Caliph)
  • Hazrat Umar RZ (2nd Caliph)
  • Hazrat Usman RZ (3rd Caliph)
  • Hazrat Ali RZ (4th Caliph)

Their rules are considered the finest examples of Islamic governance in history, and their methods continue to serve as a model and guide for governments around the world even today.

🔹 Why Are Their Rules Important as Models for Government?

The caliphs governed with a combination of strong personal character, Islamic values, fairness, and care for the people. Below are the key qualities that make their rules a model worth following.

1. 🌟 Exemplary Personal Character

  • The Rightly Guided Caliphs were directly trained and guided by Prophet Muhammad PBUH himself, which shaped their character in the most Islamic way possible.
  • Every decision they made was rooted in the teachings of the Quran and the Sunnah (the example of the Prophet PBUH).
  • Because of this, the people fully trusted them and turned to them for guidance in both religious and worldly matters.
  • They followed the Quran not just in words, but in its true spirit — meaning they genuinely lived by its message in every aspect of life.

💡 Why it matters for governments today: Leaders who have strong moral character, honesty, and a commitment to justice earn the trust of their people. Governments today can model this by ensuring that their officials are people of integrity and good values.

2. 🌟 Simplicity and Humility

  • Despite being the rulers of a vast and powerful empire, the Rightly Guided Caliphs never lived luxurious lifestyles.
  • They received a modest, fixed salary from the Bait ul Mal (the state treasury), decided by the Shura (a consultative council).
  • They kept no extra wealth for themselves — all additional resources went towards the welfare of the Muslim community.
  • They were always accessible to ordinary people, ready to help them emotionally, financially, morally, and religiously.

Examples of Simplicity:

  • 🔸 Hazrat Abu Bakr RZ — In his will, he requested that his personal garden be sold and the money used to return the salary he had received as Caliph, because he felt the wealth truly belonged to the state and the people.

  • 🔸 Hazrat Umar RZ — Despite being the leader of a huge empire, he visited Jerusalem dressed in simple clothes, maintaining a humble appearance. He also used to walk the streets at night, personally looking for anyone in need and helping them. He famously said he considered himself responsible for the welfare of even a thirsty animal in his empire.

💡 Why it matters for governments today: Leaders today should live simply rather than displaying wealth and power. Officials should see their positions as a trust from the people, not a means for personal gain. This builds public respect and removes corruption.
